Background:

The Ministry of Transport (MoT) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore, to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MoT the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Transport.

 

National Road Access Program (NRAP)

 

The Government of Afghanistan has received a grant from the World Bank toward the cost of the proposed Afghanistan Rural Access Project (ARAP) under National Rural Access Program (NRAP). NRAP is a priority program of Government of Afghanistan. Ministry of Transport (MOT) is the implementing agency for secondary roads under the proposed project.

The proposed project will provide access to rural communities throughout the country and will quickly restore economic activities though employment generation and access to markets, business opportunities and access to other social services. The Project comprises of different activities e.g. Improvement of rural secondary roads, construction of bridges, rural roads maintenance and institutional strengthening.

ARAP aims to enhance human security and promote equitable economic growth by ensuring year round access to basic services and facilities in rural Afghanistan by promoting local productive capacity, through a private sector led development of physical rural access infrastructure and employment creation for the poor. In doing so ARAP seeks to rehabilitate, reconstruct and maintain essential rural access infrastructure using appropriate labor based approaches thereby creating short term employment opportunities for the rural poor, nation-wide.

The National Rural Access Program has been substantially supported by International Development Association (IDA), Afghanistan Reconstruction Trust Fund (ARTF) through the WB in Afghanistan and several other contributing donors.

The Afghanistan Rural Access Project (ARAP) is follow-on project to the series of Bank’s supports made in the last ten years to the government through National Rural Access Program. The collective estimated cost of the project is US$ 332 million contributed by both IDA US$125 million and ARTF US$ 207 million.

Job Summary

Under the overall supervision of the Executive Director and Construction Manager and under the guidance and supervision of the Regional Manager, the Regional Engineer is responsible for the supporting technical aspects of the project within the region. The Regional Engineer works in close coordination/collaboration with the Regional manager on operational issues and ensures sub-projects are implemented according to BoQ, technical specifications and timeframe specified in the contract in coordination with Regional manager and Construct Dept.

Duties & Responsibilities:

Operations and Staff Management

 

  • Assist and advice the Regional Manager for the overall management of the NRAP-MOT regional office including ensuring effective implementation of administrative, financial, logistical and operational processes within the office.
  • Assist the Regional Manager for staff management and personnel issues, including final advice and recommendation within the region on recruitment, termination, staff policy issues, etc., with guidance from Central office.
  • Assist and advice the Regional Manager to ensure adherence within the regional office to NRAP rules and regulations governing and develop a motivation, harmonies and productive team environment.
  • Ensure project implementation is in adherence to relevant guidelines, procedures and policies.

 

Representation:

  • Represent NRAP-MOT within the region in the absence of the Regional Manager to relevant stakeholders such as; government, NGO, Provincial authorities and local communities, building strong and lasting work relationships.
  • Facilitate and maintain a working relationship with the Provincial Governors to keep them updated and fully informed regarding project implementation and development.
  • Liaise with Provincial Development Councils and District Development Councils about activities of the NRAP/MOT program activities in the region and provide regular updates on project progress as required;
  • Support the Public Relations and Communications team through the provision of inputs for public information and publicity products.

Planning, Implementation, Supervision and Technical Advice:

 

  • Possession of the sub-project in the regional level to contractors;
  • Conduct Pre-construction joint technical survey and stakeout of the design;
  • Provide technical guidance to the Field Engineer and partners, identifying and addressing key issues, harmonizing technical objectives and approaches;
  • Ensure effective liaison and maintain good communication with regional partners and other stakeholders including NGOs and District authorities, and District-MOT provinces;
  • Maintain records, with support of the administrative assistant, on technical and financial aspects of  project operation, including monitoring of project activities and their outcomes; as well as minutes, decisions and recommendations of meetings and workshops;
  • Prepare timely and quality project progress and implementation reports for submission to Regional manager accordance with reporting procedures;
  • Assist the regional manager for the overall and timely delivery of ARAP contracts in the region;
  • In coordination with the ARAP QA/QC Coordinator ensure the implementation of a quality assurance plan throughout  the region;
  • Assess the adequacy of the Contractor’s Temporary works, particularly in respect of stresses on the structure, and safety.
  • Assess and report on environmental damages or damages to adjacent property caused by implementation of works.
  • Inspect the site as per Drawings, Specifications, and report to the regional office on that matter.
  • Record and measure all claims and variation of the contract;
  • Hold regular meeting with the Contractor’s engineer to discuss methods of construction, progress and to identify and resolve day to day problems.
  • Monitor and coordinate the activities of field Engineers to facilitate the achievement of sub-projects. This in viewing, and analyzing work plans, progress reports and other relevant documents.
  • In cooperation with the regional manager and contract Management unit, Ensure the timely and complete administration of all works contracts in the region.
  • Ensure the provision of training and technology transfer to contractor staff in bridge and road design and construction techniques including good practices and troubleshooting methods.
  • Ensure that all ARAP projects in the region are implemented in full compliance with the Environmental and social Management Framework.
  • Provide advice and direction good environmental practices and control during construction and mitigate environmental impacts of the works.
  • Timely submission of payment requests and regional portfolio delivery;
  • Final inspection of the sub-projects comparison with the design drawings, and quality;
  • Any other tasks as assigned by the Construction Manager and Executive Director.

3. Monitoring and Progress Controls

 

  • Timely and accurate submission of monthly quantitative and qualitative progress report on regional portfolio.
  • Timely submission of contract works schedules for all contracts implemented in the region.
  • Regular submission of field monitoring reports on projects in the region.
  • Timely submission of payment requests and regional portfolio delivery.

 

4. Final Product

Successful implementation all ARAP-/MOT road and bride rehabilitation contracts in the region.

Skills:

  • Good working knowledge of English, both written and verbal is essential. Fluent in Dari/Pashto.
  • Good working knowledge of Ms Office applications (Word, Excel).
  • Working knowledge of surveying equipment.
  • Highly motivated individual, who demonstrates self-initiative and is able to work under pressure.
  • Is able to accept responsibility and manage and mentor a team.
  • Highly knowledgeable in the practical application of technical requirements of road and bridge construction projects.
  • Experience within the region is highly desirable.
  • Able and willing to travel to provinces within Afghanistan, including volatile and insecure areas.

Job Requirements:

  • Bachelor’s degree in civil engineering is required 
  • At least 5 years engineering experience, as a Senior Engineer, Regional Engineer, Team Leader or another similar or equivalent management position, preferably within the field of road and bridge construction.
  • Previous experience working in a UN or World Bank project, INGO is an advantage.
