Background:

The Ministry of Transport (MoT) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore, to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MoT the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Transport.

 

National Road Access Program (NRAP)

 

The Government of Afghanistan has received a grant from the World Bank toward the cost of the proposed Afghanistan Rural Access Project (ARAP) under National Rural Access Program (NRAP). NRAP is a priority program of Government of Afghanistan. Ministry of Public Works (MoPW) is the implementing agency for secondary roads under the proposed project.

The proposed project will provide access to rural communities throughout the country and will quickly restore economic activities though employment generation and access to markets, business opportunities and access to other social services. The Project comprises of different activities e.g. Improvement of rural secondary roads, construction of bridges, rural roads maintenance and institutional strengthening.

ARAP aims to enhance human security and promote equitable economic growth by ensuring year round access to basic services and facilities in rural Afghanistan by promoting local productive capacity, through a private sector led development of physical rural access infrastructure and employment creation for the poor. In doing so ARAP seeks to rehabilitate, reconstruct and maintain essential rural access infrastructure using appropriate labor based approaches thereby creating short term employment opportunities for the rural poor, nation-wide.

The National Rural Access Program has been substantially supported by International Development Association (IDA), Afghanistan Reconstruction Trust Fund (ARTF) through the WB in Afghanistan and several other contributing donors.

The Afghanistan Rural Access Project (ARAP) is follow-on project to the series of Bank’s supports made in the last ten years to the government through National Rural Access Program. The collective estimated cost of the project is US$ 332 million contributed by both IDA US$125 million and ARTF US$ 207 million.

Job Summary

Under the overall guidance of the Executive Director, the Head of Contract Management is responsible to provide end-user support to ARAP-MOT located within Kabul Head office. The position is responsible to provide effective support to Project Implementation Unit and Regional Offices & Contractors for successful implementation of the projects within the time frame, quality and budget.

Duties & Responsibilities:

 

  1. Be able to manage the contracts running under NRAP/MOT, even in critical conditions.
  2. Be able to solve on time any contractual and construction issue found in project.
  3. Tracking and controlling Projects through Zone Managers & Regional Engineers.
  4. Checking & Controlling Projects BOQ & Payments.
  5. Processing VO & EoT of the projects based on justifiable reasons.
  6. Controlling the project running according to the plan & pressurizing contractors to stay on time schedule provided by contractor and approved by project manager.
  7. Tracking projects progress on daily, Weekly & Monthly basis.
  8. Arranging & organizing meeting with contractor and zone for better running of the projects.
  9. Making sure that the project is running according to Contract documents.
  10. Taking care of projects performance guarantee is valid.
  11. Processing payments of the projects received from the zone.
  12. Developing formal letters about different issues of the projects and other related issues.
  13. Responsible for Updating NPA, MOT & NRAP systems.
  14. Taking part in NRAP & MOT Management Meeting.
  15. Be able to resolve the dispute found in projects implementation.
  16. Taking care of Time, Cost & Quality Control of the project.
  17. Any other duties assigned by Executive Director.

 

 

Key Competencies:

  1. Ability to research and apply laws, regulations, and policies as per World Bank technical procedures.
  2. Knowledge of the principles, techniques, methods, and procedures of World Bank & Government contracting to post-award procurement actions where the actions are well defined and well patterned.
  3. Knowledge and skill construction management to monitor the progress of contractors contracts; to advise contractors regarding contractual requirement limitations;
  4. Knowledge and skill sufficient to coordinate requests for deviations from contract specifications; to review payment requests; and to recommend approval payment or withholding of partial or final payment.

 

Job Requirements:

  • Master or equivalent degree with 5 years working experience or Bachelor’s degree with 7 years relevant experience.
  • PMP certified is preferred.
  • At least 5 years’ experience in contract management, as a Contract Manager, Construction Manager, Team Leader, preferably within the field of road and bridge construction.
  • At least 2 years’ experience in a large-scale road’s construction project.
  • Previous experience working in a UN or World Bank project is an advantage.
