Background:

The Ministry of Transport (MoT) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore, to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MoT the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Transport.

 

National Road Access Program (NRAP)

 

The Government of Afghanistan has received a grant from the World Bank toward the cost of the proposed Afghanistan Rural Access Project (ARAP) under National Rural Access Program (NRAP). NRAP is a priority program of Government of Afghanistan. Ministry of Public Works (MoPW) is the implementing agency for secondary roads under the proposed project.

The proposed project will provide access to rural communities throughout the country and will quickly restore economic activities though employment generation and access to markets, business opportunities and access to other social services. The Project comprises of different activities e.g. Improvement of rural secondary roads, construction of bridges, rural roads maintenance and institutional strengthening.

ARAP aims to enhance human security and promote equitable economic growth by ensuring year round access to basic services and facilities in rural Afghanistan by promoting local productive capacity, through a private sector led development of physical rural access infrastructure and employment creation for the poor. In doing so ARAP seeks to rehabilitate, reconstruct and maintain essential rural access infrastructure using appropriate labor based approaches thereby creating short term employment opportunities for the rural poor, nation-wide.

The National Rural Access Program has been substantially supported by International Development Association (IDA), Afghanistan Reconstruction Trust Fund (ARTF) through the WB in Afghanistan and several other contributing donors.

The Afghanistan Rural Access Project (ARAP) is follow-on project to the series of Bank’s supports made in the last ten years to the government through National Rural Access Program. The collective estimated cost of the project is US$ 332 million contributed by both IDA US$125 million and ARTF US$ 207 million.

Job Summary

The Lab Technician will be working under supervision of Head of QA-QC, and will be responsible to accomplish duties defined herewith with the light of the matter as below:

Duties & Responsibilities:

 

  • Assist to conduct the laboratory and field tests especially soil tests (Gradation, atterberg limit, Soil classification, MDD, OMC, Dry Density, CBR, Hydrometer test, natural moisture, Extraction test and slump test.
  • Assist to conduct the selected test with NRAP QA/QC engineer (Cor cutting, Extraction test, FD Tend concrete field tests.
  • Carry out testing on construction materials like aggregates /soil/ concrete/ bitumen and Asphalt in laboratory and the field.
  • Assist to conduct the Laboratory and field tests on collected samples.
  • Assist to conduct the selected test for roads and structures.
  • Carry out testing on construction material aggregates /soil/ cement / Bitumen/ Reinforcement etc. To ensure that the specific material are met with the requirements of the project.
  • Inform concern technician and lab engineer of any material, which fail to meet up the requirement.
  • Assist to carry out field and lab, tests as instructed by QA/QC or Lab Engineer.
  • The lab technician performs all material tests on these samples which collected by geotechnical engineer.
  • All tests should performed by lab technician.
  • Perform any other duties in line with these ToR’s as required by the lab engineer.

     Final Product of staff:

  • Deliver all field and laboratory tests that relating to soil, concrete and Asphalt.
  • Responsible to delivery all laboratory and field tests compliance to the time and plan 
  • Preforming filed tests and sampling during constriction of project for the control of quality of the material.

 

Key Performance Indicators:

Deliver the below tests according to plan and within time:

  1. Sampling and sample preparation
  2. Gradation test
  3. Atterberg limit
  4. MDD,OMC
  5. CBR molding and crushing
  6. Filed density
  7. Hydrometer test
  8. Asphalt tests
  9. Concrete tests
  10. Aggregate tests

 

Key Competencies:

  • Technical Knowledge, managerial Competencies or other personal competencies relevant to the performance of the assignment
  • Working knowledge in computer
  • Proven knowledge of road construction
  • Working knowledge of MS offices packages (MS project especially ) with advanced Excel skills
  • Fluent in Dari, Pashtu
  • Ability to overcome challenges and work in difficult work environments/conditions.

 

 

Job Requirements:

  • Bachelor of Civil Engineering plus 2 years of experience in relevant field, and or 12th   graduated plus 4 years’ experience.
  • Experience in community implemented rural road development project will be considered as an advantage
