Background:

The Ministry of Transport (MoT) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore, to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MoT the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Transport.

Job summary

The Finance & Admin Officer will be responsible for all financial and related administrative matters, and will report to (direct supervisor and engaged departments), and work closely with, head of Program. The main responsibility of the post is the maintenance of financial records, the processing of income and expenditure, purchase of goods and services and the undertaking of a range of financial reporting and administrative tasks.

 

The post operates in a team environment and will be expected to work in a collaborative way with staff.

Duties & Responsibilities:

Financial Management (60 % time exposure)

  • Supervise that adequate financial controls are in place to maintain propriety and proper accountability of expenditures;
  • Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements; and financial audits
  • Prepare and submit timely and reliable financial documents and financial reports;
  • Prepare project financial reports, statement and submit to Project head for clearance and Ministry as required;
  • Establish a computer based monitoring system for expenditures;
  • Check and ensure that all procurement process and expenditures are in accordance with the ministry procedure. This includes ensuring receipts to be obtained for all payments;
  • Check budget lines to ensure that all transactions are booked to the correct budget lines;

 

Administration, Procurement, logistic and assets Management (40 % time exposure)

  • Support and coordinate administrative procedures and systems and devise ways to streamline processes.
  • Ensure the smooth and adequate flow of information within the ministry to facilitate other business operations.
  • Preparation of all necessary documentation, implementation of follow-up actions, related to Procurement, logistics and assets management
  • Preparation of routine correspondence, faxes, memoranda and reports.
  • Ensuring office is stocked with necessary supplies and all equipment is working and properly maintained
  • Collect, organize, and storing information using computerized filing system.
  • to ensure the integrity of the property control systems and mechanisms in place as per the policy and procedures on property and inventory management; receiving, issuing, returning, disposing and inspections of MoT Property Fixed and Non Fixed assets
  • Carry out any other financial/operational assignments as requested by the supervisor

Skills:

  • Experience with donor funded projects will be an added advantage;
  • Demonstrated experience in procurement and preparation of financial reports and budget variance analysis;
  • High integrity, strong result orientation, drive for excellence and takes initiative;
  • Good communication skills;
  • Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)
  • Excellent communication and analytical skills;
  • Be a team player and have client focus.
  • Good interpersonal skills and result orientation;
  • Work experience with MS Office applications is a must.
  • Demonstrated ability to train and build capacity of counterparts.
  • Proven organizational, negotiation and problem solving skills.
  • Be able and willing to travel to all provinces within Afghanistan, including insecure and volatile areas.
  • Self-discipline, integrity and ability to work under pressure to meet tight deadlines.
  • Strong communication and interpersonal skills, ability to work with high levels staff and functions within the organization.
  • Ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information.
  • Must have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible and willing to perform other duties.

Job Requirements:

  • A Bachelor’s degree in Business Administration, Accounting, Business or equivalent and Master degree will be preferred
  • 4 years’ experience in the related field;
